This is the New York Comic Con edition, which places it outside the general retail flow and makes the origin of any given copy part of the story. Convention releases stand apart from the main wave for precisely that reason.
The character's silhouette survives the trip into vinyl well, and Animation-line releases like this one usually sit at the center of a Joe display rather than the edges. Destro does not require a companion villain to make sense.
