His backstory is one of the messier ones in comics, which is exactly why readers remember him. The inversion of the costume is easy to spot from across a room, so he holds a shelf even in a crowded DC row. The yellow and red scheme is loud without being messy, and it survives the small scale.
This one is vaulted, so it no longer sits in the active catalog. He works best as the second half of a Flash display. Adding his opposite turns a lone Flash figure into a paired display, and the inverted costume gives the two a symmetry that reads at a glance.
